People Manager Operating Licence: One Month of Decisions
A licence, not a profile. This is one continuous month in a people-manager's chair, and it carries a pass mark. Thirty decisions arrive across four weeks, and they are not thirty separate scenarios: five threads run through the month and each one comes back. The two analysts you write mid-year notes about in week one are the two you rate in week three and the two you speak to in week four. The person who goes quiet in week one is the person HR asks about in week two and the person who asks whether this is a warning in week four. What you did earlier is the position you are standing in later, and the position is the same for everybody: it was authored, it does not react to your answers, and the report says so. The month covers the decisions a manager actually makes. Writing a fair note when two people did unequal amounts of work and the reason is approved leave. Holding a performance conversation that does not become a warning by accident. Deciding which of two people gets the same week off, and saying how you decided. Receiving something you are not qualified to resolve and routing it properly, which includes knowing what not to route. Standing between your team and an unreasonable ask from above, and recognising the reasonable ask you should accept. Scoring is a one-tailed risk read on top of a licence gate. The gate is not a point estimate: the licence is granted only when the whole narrow error band clears the cut, so a score sitting on the line is reported as provisional rather than rounded into a pass. Four named manager risks are read separately and one-tailed, because they only matter at one end: handing on what you could have settled, keeping it pleasant instead of clear, settling things privately instead of by a rule anybody can hear, and taking the instruction from above over the process owed to the person below. Each risk is printed beside the strength it is the shadow of, bounded, conditional, and tied to the situations that produced it. It measures decisions inside one authored month, scored against evidence about fairness, feedback, confidentiality limits and upward influence. It is not a legal or employment-law compliance check: no item requires the law of any country, and nothing in the report is advice about anybody's legal obligations. It does not measure whether a person is ready to be a manager, does not rate a competency battery, and does not judge how anybody's own team feels about them.
