India Labour Codes Compliance Certification for Human Resources, Payroll and Plant Management TeamsTwenty-nine Acts became four codes on 21 November 2025. Find out which of the rules you know are still the rules.
Not a section-number quiz. Thirty-nine exercises put a real pay run, a real resignation, a real night shift and a real retrenchment in front of you and ask what the four labour codes now require: the wage figure under the common definition, the final pay date, the contractor's licence, the head count that triggers permission. Reported as a warrant table with two gates a strength elsewhere cannot make good, and with the false-fail probability printed on the page.
A labour codes compliance certification that tells you what a pass lets you say, and what it does not
The India Labour Codes Compliance Certification is a thirty-five-minute check of whether a person can apply the Code on Wages, the Industrial Relations Code, the Occupational Safety, Health and Working Conditions Code and the Code on Social Security to specific workplace situations, across five domains, reported as a warrant table with two non-substitutable gates.
On 21 November 2025 the four labour codes came into force and replaced twenty-nine central Acts, with the central rules following through 2026. Every HR, payroll and plant team in the country now has to re-learn compliance it previously knew by heart, and the most common error is not ignorance but memory: the repealed figure, confidently applied. Every exercise here is built around that error. The declared answer prior on each one puts its mass on the old rule, so the typical respondent is the person who remembers the Act rather than the code, and zero on every figure means indistinguishable from them.
The difficulty lives in the judgement of what a rule requires in a situation, never in recall of a section number. A wage computation under the fifty per cent rule, a fourteen-month fixed-term contract ending, a resignation on the tenth against a pay run on the seventh, a contractor with thirty-two workers on your site and twenty-four across town, a suspension that has run four months: each forces the call the rule actually forces, and a strong reader with no HR experience cannot pick the key.
The scoring is a genuinely new design for a certification. A purely compensatory certification prints one total, so somebody who cannot compute a wage bill passes on the strength of the safety code. A purely conjunctive one requires every domain to clear a floor, which multiplies measurement error across the domains and fails competent people at random. This does both, honestly: a blueprint-weighted composite with the weights and their reasons printed, plus two gates, wage computation and the safety and working-conditions duties, where a failure is not substitutable. A gate fails only when the whole of its error band sits under the floor, so measurement error can never fail somebody the measurement cannot distinguish from a pass.
That is why the number of gates is bounded at two, and why the false-fail probability is printed on the report: one minus 0.975 squared, about 4.9 per cent, is the chance that a competent person fails a gate by measurement error alone. A design with a floor on all five domains would sit near twelve per cent, and no certification on the market prints the figure at all.
The report is a warrant table. One row per domain: the exercises it carried, its share of the certification and why, its reliability, its figure with both bands or the printed refusal of one, whether it is a gate and what its floor is, and, in the column the design exists for, what the result lets you say in your own words. That column states the honest version of the claim a certification implies, and in the same breath the half a certificate leaves you to assume: you can compute a wage bill under the new definition, and you have not been examined on any state's rules.
Because a figure like this could be mistaken for a legal qualification, the refusal comes before the number, in the largest type on the page: this is not legal advice, not a licence, not a substitute for counsel, it does not cover state rules or any Act outside the four codes, and it does not certify anybody's organisation. The four codes are Acts of Parliament and are cited as public law. No vendor, training provider, certification body or competitor is named anywhere in the exercises or the report, and none is affiliated with this instrument.
What you walk away with
Pass, Refer or Not yet, with the rule it was taken under and every reason listed. Pass needs the lower end of the composite's 95 per cent band above the cut and both gates cleared. Refer means on the boundary, printed when the measurement cannot settle the question at this length, and it is never a fail.
Wage computation and the safety and working-conditions duties are gates: a weakness there cannot be made good by strength elsewhere, and the page says why. Each is drawn as a gauge with its floor across it and your band against it. A gate fails only when the whole band sits under the floor.
The chance that a competent person fails a gate by measurement error alone, computed from the declared alpha and the number of gates and printed on the page. It is why there are two gates and not five, and it is the figure every certification on the market leaves out.
Wages under the fifty per cent rule, overtime at twice the rate, the deduction cap, final pay within two working days, bonus at twenty employees; then the eight-and-forty-eight limits, consent for overtime, leave at one day in twenty with the excess encashed, the appointment letter, night work for women and the fifty-worker contractor's licence.
The three hundred threshold for standing orders and permission, a retrenchment, a disciplinary enquiry and a strike notice in the right order, subsistence allowance during suspension; gratuity under the common definition and pro rata for fixed-term staff, twenty-six weeks and the creche; and which code carries which duty with which deadline.
Every domain row ends with the claim its result supports, in your own words, and the caveat in the same breath: you have not been examined on state rules, and this is not legal advice. A domain too short to carry a figure prints a placement word and the refusal in its own row.

How to read it: the filled part of each band is the 68 per cent range and the outlined part the 95 per cent range. The weights are a declared blueprint and each is printed with its reason. A domain under eight exercises carries a placement word and no figure, and the refusal is printed in its row. The last column is what the result lets you say, with the half a certificate leaves you to assume printed in the same breath.
The whole of the 95% band (30 to 86) sits at or above the floor of 10. The gate is cleared.
The floor is applied to the UPPER end of the 95% band, so a gate fails only when the whole band is under it. Measurement error can never fail somebody the measurement cannot distinguish from a pass.
The floor of 10 lies inside the 95% band (2 to 60). This measurement cannot tell a pass from a fail on this gate, so it is printed as on the boundary and never as a fail.
The floor is applied to the UPPER end of the 95% band, so a gate fails only when the whole band is under it. Measurement error can never fail somebody the measurement cannot distinguish from a pass.
| Gate | Floor | Figure | 68% | 95% | Reading |
|---|---|---|---|---|---|
| Wages and pay computation | 10 | 58 | 44 to 72 | 30 to 86 | ● gate cleared |
| Safety, hours, leave and working conditions | 10 | 31 | 16 to 46 | 2 to 60 | ◆ on the boundary |
4.9 per cent over two gates; 7.3 per cent counting the composite cut. Each gate is tested one-sided at alpha 0.025, so 1 minus 0.975 squared is the chance a competent person fails a gate by measurement error alone. That figure is why there are two gates and not five: a floor on all five domains would sit near 11.9 per cent and fail competent people at random.
Pass needs the lower end of the composite band at or above the cut and both gates cleared. Refer is printed when a band straddles a cut or a floor; it means on the boundary and it is never a fail. No percentile appears anywhere, because no norm group exists for this instrument yet.

Frequently asked questions
Of what the codes require in a situation. No exercise asks for a section number and no section number is ever the answer. Each exercise describes a pay run, a resignation, a shift, a contractor, a retrenchment or a suspension and asks what the rule now requires, so a strong reader without HR experience cannot pick the key from the wording. Thirty-nine exercises across six formats: single-choice fact patterns, select-every-line records checks, true-or-false claims separating what changed from what a team still believes, matching duties to codes and events to deadlines, ordering procedures, and numeric estimates of the thresholds people get wrong by memory.
Each of five domains is scored as chance-corrected accuracy against a declared answer prior on every option, so zero means indistinguishable from a respondent who remembers the repealed Act. The composite is a blueprint-weighted mean with the weights and their reasons printed. Two domains, wage computation and the safety and working-conditions duties, are gates with a floor. Pass needs the lower end of the composite's 95 per cent band at or above the cut and both gates cleared. Refer is printed when a band straddles the cut or a floor, and it means on the boundary, never a fail. Not yet is printed only when the whole composite band is under the cut or the whole of a gate's band is under its floor.
Every gate adds its own chance of failing a competent person by measurement error alone. Each gate is tested one-sided at alpha 0.025, so over two gates the false-fail probability is one minus 0.975 squared, about 4.9 per cent, and it is printed on the report. A floor on all five domains would sit near twelve per cent and would fail competent people at random. The two gated domains are the two where a failure is not substitutable: a team that cannot compute wages under the common definition underpays everybody, and a plant head who does not know the hours, leave and contract-labour rules is inspected on exactly those.
No to both, and the report says so before it prints any number, in the largest type on the page. The instrument covers the four central codes only: the Code on Wages 2019, the Industrial Relations Code 2020, the Occupational Safety, Health and Working Conditions Code 2020 and the Code on Social Security 2020, in force from 21 November 2025. It does not cover any state's rules, notifications, shops and establishments law or minimum wage rates, any central Act outside the four codes, or any court decision. It is not legal advice, not a licence, not a substitute for counsel, and it does not certify any organisation's compliance.
An unanswered exercise leaves the denominator rather than scoring zero, so a short sitting is short rather than poor. A sitting with fewer than twenty-four of the thirty-nine answered is not reportable, and a domain with fewer than eight answered exercises carries a placement word and no figure, with the refusal printed in its own row; a gated domain in that state is not assessed and the decision is held at Refer, never printed as Not yet. About thirty-five minutes. The report is the product: a decision under a printed rule, the warrant table, the two gate gauges, the false-fail probability, a strength paired with its cost, and one if-then action with the re-measurement threshold, at ₹999 in India inclusive of GST or US$9.99 elsewhere, one time. Re-sitting in three months is free.
Certifications carry a pass mark and a credential; the rest of the catalogue profiles a capability without gating it. All of them score real situations against published evidence rather than testing recall, and each has a report built for its own subject.
Browse the catalogue →Methodology: Thirty-nine original exercises across six formats: fourteen single-choice fact patterns that force a compliance call, six select-every-line exercises on which records, filings or payments a situation now requires, six true-or-false claims separating what changed on 21 November 2025 from what a team still believes from the repealed Acts, five matching exercises with more entries on the right than the left, four ordering exercises on disciplinary, retrenchment, strike-notice and contract-labour procedure, and four numeric estimates on a slider for the thresholds people get wrong by memory. DECLARED RESPONSE INSTRUCTION: one instruction for the whole instrument and it is a KNOWLEDGE instruction. Every exercise asks what a rule requires in a described situation; none asks what the respondent would do or prefer, and no self-report scale appears. CONSTRUCT STATEMENT: this measures whether a person can apply the four central labour codes of India, the Code on Wages 2019, the Industrial Relations Code 2020, the Occupational Safety, Health and Working Conditions Code 2020 and the Code on Social Security 2020, to specific workplace situations, across five domains. It does not measure knowledge of any state's rules, shops and establishments law or notifications, any central Act outside the four codes, or any court decision; it is not legal advice, not a licence, not a substitute for counsel, and it does not certify any organisation's compliance. SCORING DESIGN, C24: conjunctive-floor certification scoring with error-bounded gates. Each domain is chance-corrected accuracy against the DECLARED per-option marginals authored on every option, line, pair, position and slider value, never a uniform draw. The composite is a blueprint-weighted mean whose weights are printed with their reasons. Two domains, wage computation and the safety and working-conditions duties, are declared non-substitutable gates with a floor; a gate is failed only when the UPPER end of its 95 per cent band is under the floor, so that measurement error can never fail somebody the measurement cannot distinguish from a pass. PASS needs the lower end of the composite band at or above the cut and no gate failed; REFER is printed when a band straddles a cut or a floor, as on the boundary and never as a fail; NOT YET when the upper end of the composite band is under the cut or a gate has failed. The published false-fail probability over the two gates, 1 minus (1 minus alpha) to the power of the number of gates, is printed on the report, and it is why the number of gates is bounded at two. THE NULL: the declared marginals. Zero on every figure is what a respondent answering every exercise the way people typically answer it would score; observed answer distributions will replace the declared ones once live data exist. RELIABILITY: omega is estimated from the answered count and an assumed average inter-item correlation of .25, stated as an assumption; a domain under eight answered exercises or under omega .70 carries a placement word and no figure, and the refusal is printed in its own row. Every reported figure carries its standard error and its 68 and 95 per cent bands. REFUSALS: an unanswered exercise leaves the denominator; an empty sitting scores exactly zero and is not reportable; a sitting under 24 answered is not reportable; a gated domain refused a figure is not assessed and the decision is REFER, never NOT YET. SOURCES: the Code on Wages, 2019 (Act 29 of 2019); the Industrial Relations Code, 2020 (Act 35 of 2020); the Occupational Safety, Health and Working Conditions Code, 2020 (Act 37 of 2020); the Code on Social Security, 2020 (Act 36 of 2020); the Ministry of Labour and Employment notifications bringing the four Codes into force from 21 November 2025 and the central rules made under them; the Report of the Second National Commission on Labour (2002), which recommended the consolidation; the reports of the Parliamentary Standing Committee on Labour on the Code on Wages Bill (2019) and on the three 2020 Codes; Haladyna, Downing and Rodriguez (2002) on item writing; Cizek and Bunch (2007), Standard Setting, on conjunctive and compensatory decision rules; the AERA, APA and NCME Standards for Educational and Psychological Testing (2014) on decision consistency and standard error; McDonald (1999), Test Theory, on omega; Haertel (2006), Reliability, in Educational Measurement, on the standard error of measurement and classification consistency; Livingston and Lewis (1995) on classification accuracy and consistency; Hattie and Timperley (2007) on feedback; Gollwitzer and Sheeran (2006) on implementation intentions; and Jacobson and Truax (1991) on the reliable change index. All exercises are original works written for this instrument. The four codes are Acts of Parliament and are cited as public law; no vendor, training provider, certification body or competitor is named and none is affiliated with or endorses this instrument.
