Road risk judgment is what a driver does when something is pulling against the safe answer: being late, a phone that will not stop, bad light or a heavy load, and a long day already behind them. It is not driving skill, and it is not knowledge of the rules. It is the choice. Every situation here is one a rider or driver has already been in. A school gate at closing time when you are twenty minutes behind. A queue you could pass on the inside. The dispatcher ringing while you are moving. A load one box larger than the space. Fog with one stop left. Missed turns at the end of a shift. Every option is something a working driver does, and the difference between them is degree, not decency.
Every option carries two authored numbers, and they are deliberately not mirror images: how good the action is, and how much road risk it accepts. That gap is where the report lives. Abandoning a shift for ordinary wind, handing a box to another driver, telling the office you will be late instead of stopping — poor judgment that carries no risk at all. A short hands-free exchange, lifting your pace where the sight lines are long, carrying the extra box properly strapped — mild risk that is entirely defensible. The two arrays correlate at about minus nought point seven eight across the twenty situations, and the report prints that figure so the claim that these are two axes is something you can check rather than take.
Then the reading is given as a flag, never as a rank. Under a named condition, may do a named thing — bounded, conditional, printed with the exercise and the option that raised it, and with the threshold that was used printed beside it. There is no percentile anywhere on the page, because derailer language is the most stigmatising content any report can carry and a number invites a league table. The second axis is exposure: how often this job actually puts the person in each of the four conditions. Exposure has no good end. High exposure with sound judgment is not a risky driver; it is an employer spending somebody's judgment faster than the route needs to.
