# What is Goal-Setting & Performance?

Goal-Setting and Performance is setting direction clear enough to act on and holding a high bar once it is set. Both halves are required: a specific goal nobody is held to teaches a team that the bar is negotiable, and a high bar without clarity reads as arbitrary pressure and produces churn.

<!-- #levels -->
## What goal-setting & performance looks like at four levels

- **Developing (0–39)** — Goals on your team may be vague or the bar inconsistently held, which lets performance drift. Clear direction plus consistent standards is the backbone of a high-performing team.
- **Emerging (40–59)** — You set goals but they're not always sharp or consistently followed through. The growth is in clarity and in holding the bar without being harsh.
- **Strong (60–79)** — You set clear, stretching goals, make success visible, and hold the standard consistently and fairly.
- **Exceptional (80–100)** — You set direction that aligns and stretches, and you hold a high bar in a way that lifts morale rather than dents it — people rise to what you expect.

<!-- #anti-signals -->
## Signs it is missing

- Goals are set annually, never referred to again, and quietly rewritten at review time.
- The bar moves depending on who missed it.
- Nobody can state, in a sentence, what would count as a good quarter.

<!-- #evidence -->
## Evidence to look for

- What does a good quarter look like for your team, in one sentence?
- Tell me about a time you held the bar when it was expensive to hold.
- How do people in your team find out they are off track, and when?

<!-- #develop -->
## How to develop it

- Rewrite one fuzzy team goal so success is unambiguous and visible.
- Hold the bar on one thing you've been letting slide, kindly and consistently.
- Make one person's good work visible to the wider team this week.
